NYS paid Sh. 791 million illegally for Kibera road

Public Service PS Lillian Amolo yesterday told MPs the National Youth Service irregularly paid three companies Sh791 million for supply of materials for construction of a 3.5km road in Kibera.

The Parliamentary Public Accounts Committee was told a kilometre of the road cost an average of Sh226 million.

Amolo told the Nicholas Gumbo-led committee the payments to Form Homes Builders Ltd, Reinforced Concrete Technologies Ltd and Roof and All Trading Company Ltd, all associated with businesswoman Josephine Kabura, were not part of the payments envisaged in the annual procurement plan.

She said the ministry was not in a position to provide any tender documents to support the payments and could also not provide Local Purchase Orders and vouchers to support the payments

“All the documents relating to these payments as per our records have been provided to this committee. This payment relating to the 3.5km road in Kibera was not part of the annual procurement plan and may pass as a fraudulent transaction,” Amollo said.

The PS, who was accompanied by her Statistics counterpart Saitoti Torome and NYS director general Richard Ndubai, was hard pressed to explain whether the payments were fraudulent in the absence of tender documents.
