List of MPs who stole, wasted Sh. 3.85 billion

285 reports by the auditor general has noted that at least 273 Kenyan MPs stole or wasted public funds amounting to Sh. 3.85 billion under the constituency development fund.

The reports indict 273 constituencies and cleared 12. The reports of five constituencies – Kikuyu, Konoin, Baringo Central, Magarini and Kibra — are not part of the cache that was made public. There are 290 constituencies in Kenya.

The chairman of the National Assembly’s Committee on CDF, Moses Lessonet, (Eldama Ravine) saw his CDF team, in which he sits as an ex-officio member, stuck with Sh3 million in “unpresented cheques”; Sh13.7 million in bursary disbursements that “could not be confirmed” and failure to submit expenditure records for projects amounting to Sh15 million.

Majority Leader Aden Duale (Garissa Township) and his Minority counterpart Francis Nyenze (Kitui West) were not spared. Duale’s CDF team overshot their spending budget by Sh6 million; awarded Sh2.9 worth of contracts in an “irregular” manner and failed to account for Sh9.1 million awarded for bursaries.

Here’s a list of some of the indicted MPs:

  1. Gideon Mung’aro’s Kilifi North: Sh2.5 million withdrawn fraudulently.
  2. Adan Keynan’s Eldas: Sh5 million paid to cowboy contractor.
  3. Mutava Musyimi’s Mbeere South: Sh1.56 million paid to sponsor teachers for a seminar at Kenyatta University.
  4. Ndung’u Gethenji’s Tetu: Sh3 million paid to the Rural Electrification Authority (Rea) for transformers that were never delivered.
  5. David Were’s Matungu Constituency: Chemist paid Sh796,949 for non-existent grading and gravel patching of a road.
  6. Stephen Ngare’s Ndia: Sh2.8 million withdrawn in cash.
  7. Stephen Karani’s Laikipia West: Sh2.4 million paid to two driving schools.
  8. John Muchiri’s Manyatta: Sh2 million paid out to train bodaboda operators.
  9. Mary Emaase’s Teso South: Sh1.2 million paid to a driving school for 80 people to take lessons.
  10. Kanini Kega’s Nyeri Constituency:15 staff hired at a cost of Sh2.3 million.
  11. Ayub Savula’s Lugari: Sh515,873 was given to an “environmental group” to plant trees which dried up.
  12. Jared Opiyo’s Awendo Constituency: CDF committee spent Sh472,050 in revision books “branded with the portrait and the name of the area MP”.
  13. Aden Duale’s Garissa Town: Overshot budget by Sh. 6 million.
  14. Moses Lessonet’s Eldama Ravine: failed to account for Sh. 15 million.

  6. Nelson Gachuthie’s Subukia: Sh. 48 million.
  7. Julius Melly’s Tinderet: Sh. 33 million.
  8. Kinoti Gatobu’s Buuri: Sh. 37.1 million.
  9. Francis Njenga’s Gatundu North: Sh. 76 million
  10. Njogu Barua’s Gichugu: Sh. 8.3 million.
  11. Simba Arati’s Dagorreti North: Sh. 74.8 million.
  12. Maina Kamanda’s Starehe: Sh. 39.6 million.
  13. Yusuf Hassan’s Kamukunji: Sh. 22.49 million.
  14. Gonzi Rai’s Kinango: Sh. 22.5 million.
  15. Ferdinand Wanyonyi’s Kwanza: Sh. 46.5 million.
  16. Paul Otuoma’s Funyula: Sh. 15.96 million.
  17. Malulu Injendi’s Malava: Sh. 49.2 million.
