By Section 101(y) of the Petroleum Act 2019 and Legal Notice No.192 of 2022, the Energy & Petroleum Regulatory Authority (EPRA) has calculated the maximum. retail prices of petroleum products which will be in force from 15th April 2024 to 14th May 2024.
In the period under review, the maximum allowed petroleum pump price for Super Petrol, Diesel, and Kerosene decreased by KShs.5.31 per liter, KShs.10.00 per liter, and KShs.18.68 per liter respectively
The prices are inclusive of the 16% Value Added Tax (VAT) in line with the provisions of the Finance Act 2023, the Tax Laws (Amendment) Act 2020, and the revised rates for excise duty adjusted for inflation as per Legal Notice No. 194 of 2020.
The average landed cost of imported Super Petrol increased by 4.86% from US$703.49 per cubic meter in February 2024 to US$737.69 per cubic meter in March 2024; Diesel increased by 0.003% from US$722.49 per cubic meter to US$722.51 per cubic meter while Kerosene decreased by 0.69% from US$730.35 per cubic meter to US$725.31 per cubic meter.
The changes in the landed costs are summarized in Table 1.

Currently, the country imports all its petroleum product requirements in refined form, and the products are traded in international markets based on a pricing benchmark provided by S&P Global Platts. Table 2 indicates the trend of petroleum prices in the international markets.

The purpose of the Petroleum Pricing Regulations is to cap the retail prices of petroleum products that are already in the country so that importation and other prudently incurred costs are recovered while ensuring reasonable prices to consumers.
